I'm writing about the two Vermont Energy Park Holdings natural gas fired co-generation facilities currently proposed for Rutland and Bennington. Thanks for copying me on your recent letter to Bob Votaw in which you requested more details concerning their project(s). As you know, these two facilities are a necessary and integral part of the Southern Vermont Natural Gas pipeline project, which I have been tasked with coordinating for the ANR. It's very helpful for me to be able to keep current on these two facilities progress relative to your permitting process. Their timeline will have a direct impact on both the permitting timeline and the ultimate viability of the pipeline piece of the project.

What do you think would be the best way for me to keep in touch with VEPH's progress through your process? I am completely unaware of your typical permitting process, and the amount of time necessary for you to process permits for facilities of this large scale. Please let me know how I can best keep up to speed on where they are in your process, and also what major problems they may be facing.

Finally, on a related matter, we have been developing an MOU with SVNG concerning cost recovery of our additional resource needs which are necessary to review this large project in an extremely accelerated timeframe. We had previously assumed that your Division would not anticipate any additional costs outside of your typical permit fees. The MOU adoption process has recently gone into high gear, please let me know right away if you feel your Division should be a part of this process, or if you want to discuss it further. Thanks very much.
